Adding an HP 3600 printer without admin rights

We currently have several Gateway 9550 solo laptop computers. We have
just purchased several HP 3600 deskjet printers. If we add the
printers as Administrators the intsall goes off without a hitch. The
problem we are having is our users want to share the printers and not
have to cary them with them all the time. If they hook up another
identical printer the add printer wizard comes on and states the dont
have the necessary permissions to install the printer. They have the
proper printer drivers already loaded. Can anyone tell me how to
either give them the proper permissions to add just printers or what
registry keys are holding this information. Any help would be
appreciated. We dont want to give them admin rights just to be able to
share printers.
