adding a link bar

After I added a link bar, I previewed my web site and a pop up information
bar appeared. Does anyone know why?
 
And what does this Info bar say?

unless you designed it into your page it's most likely put there by your
host (server)
Is it a "free" web space? most of those give you the space but have
advertising built in.
My dad has a page on geo cities and it has popups and ads in the margins.
