Adding a Higher Level Subgroup

I'm trying to add a subgroup to an existing report, which is currently
grouped by County, then School. I want to group by County, City, then
School. I'm having trouble inserting the additional subgroup in the right
place.

Suggestions?

In the Sorting and Grouping window click in the little gray
box at the left of the school group and hit the Insert key.

If you already have the three groups and want them in a
different order, use the little gray box to drag and drop a
group to a different place in the list.
