Adding 5th drive

I currently have 2 hard drives, a DVD-rom drive, and a DVD burner in my PC. I want to add another hard drive using a PCI card. Someone told me that Windows won't recognize more than 4 drives. Is this true? I don't want to waste the money on the PCI card if it won't do me any good.
 
The thing I remember is that you were limited to 8 IDE devices

But I have 5 IDE devices right now; two hard drives, one CD, one DVD, and
one LS-120.

I have a Promise card in mine, with 4 HDs, DVD-RW, CD-RW, & IDE ZIP250
should be no problem.
I do recommend boot drive and one cd be in the on board IDE.
