ADDCPU.EXE failed on win2000: winsrv.dll / HAL errs

I ran ADDCPU.EXE and it failed on win2000
with an error: winsrv.dll not found...

when I tried to run it again after reboot now I get
a "HAL" something error.

Is there anyway to tell if my machine is running in dual
processor mode now? (I am running an IBM Z-Pro 6866 with
two 1000 Mhz / 1 ghz procs.)

Isn't ADDCPU.EXE an IBM tool for NT4? In Win2000, this method should be
used to add a second processor, if IBM doesn't tell you anything else:
