"Add [XXX] string value" to Registry - How?

I want to implement a fix ("Icons Randomly Change to Different Icons"),
described in KB132668 :

It requires me to "add the Max Cached Icons string value with a value data
of 2000 in [specified registry key.] I'm not sure how to do that.

I know how to open regedit, and navigate to the specified key. I'm assuming
I click Edit|New|String Value, but then I'm not sure exactly what to do.
Being that mucking around in there is risky business, can someone tell me
EXACTLY what to do?

Hi, Open the Task Manager and from its toolbar select "Help".
Then type "Commit Charge". This will tell you all.
