Add workstations to domain

I need to allow some special users to add workstations on
the domain. The special users have the Add workstations
to domain user right on the domain controllers, but the
special users still can't add workstations to the
domain: "Access is denied". They are not and can't be
part of the administrators group. Any ideas where else to
give them rights to be able to do this?
