In addition to what Jerold suggested, you might want to look into ldifde
and/or csvde. Addusers would be another option. And you might really want
to look at ADModify to fill in the blanks!

Scripting would be the best way to do this. I am sure that there is someone
in here who can guide you to a great scripting site.
