if you cannot remember "lusrmgr.msc" (I forget the .msc names quite often),
you can use the windows XP UI to get to it. Here's how:
1. right-click on "My Computer" (My computer is usually on the desktop or
you can see in windows explorer)
2. select "Manage" from the context menu that pops up.
3. The 'computer management' window pops up and you will see "local users
and groups" in the system tools list.
4. You can then do Groups > Administrators (double-click) > Add (add the
user)
FYI. You should use the 'computer management' window for managing your
computer's resources such as the disks, users, services etc.
