add to blocked senders list

In Outlook XP I could select many E-mails then go to the Actions menu and select add to blocked senders list. Is there a way to do this in Outlook 2003. When I try it the add to blocked senders list is grayed out.
 
This is a known (and, to those who think it's useful to maintain a blocked
senders list, annoying) limitation.
