Add/Remove won't open

I have Windows 2000 and whenever I try to open add\remove
from the control panel, the window will blank
with "res://sp3res.dll/default.hta" across the top bar.
Any ideas how to fix this?

I have had the same problem for a couple of years now, it
may have been introduced when I applied service pack 2 or
installed Internet explorer 6, I'm not sure.
Your fix has not worked for me, I have searched and tried
Knowledge base articles 265829 & 329862
I'm now running Service pack4
Any other ideas

If you have followed all the links at tip 6032, and they don't help, I am out of
ideas.
