Add/Remove Programs mtsha.exe error

Trying to add/remove programs and get an mshta.exe error
that will not allow me to complete a add/remove. I went
to Microsoft Knowledge Base 285195 - no luck. I went
through a reload of the system and still have the issue.
I am running Windows 2000 Service Pack 4. Help!
