Add/Remove Programs error

Anytime I try to run the Add/Remove Programs application
from Control Panel, I get the following error:-

"Internet Explorer cannot open the Internet site
res://sp3res.dll/default.hta. No more data is available."

I did find a reference regarding problems associated with
running Add/Remove Programs after IE5.5 or 6 had been
installed but I am still running IE5.

Anyone have any suggestions?

you may find installing IE6 and the latest service pack may fix
the problem however.
