First, are you logged in with Administrator rights?
If not, then the Administrator may have removed that
option from the other users.
If you are Administrator, then try this:
START>Run...
run "gpedit.msc"
Group Policy should then appear.
Go to User Configuration, Administrative Templates,
Control Panel, Add/Remove Programs
Make sure the options in the right hand column (eg.
Remove Add/Remove Programs) are all
"Not Configured" or "Disabled"
If these options are already disabled or not configured,
then I'm not sure what the problem is.
