add\remove prog=cl&ose

Why after updating to sp4 do you have to reboot everytime
you need to go into add\remove programs. before the
reboot the window opens EMPTY and the close botton looks
like "cl&ose" and it does not work... If you reboot it
will open and work properly.Why should you have to do
that.Any ideas?

we are up to date with service packs.Sp4 is where we
are....
