Add Printer Wizard will not work

I can not add any printers to my HP laptop because
everytme that I select the add printer function in the
printers section of control panel I recieve an error
message of "Operation could not be completed". I have
already went to the Microsoft article number 314876 and
the printer spooler is in the automatic position and is
started, but I still get the same error. What else can I
do? Help.
 
I have exactly the same issue.
Someone out there must know what to do

Please help
