add-on manager / administrator

Please help!
I cannot download certain links. Specifically, when I
want a site to load an adobe acrobat file, it will not.
It comes up with a small icon in the lower right corner of
the page that, when clicked on, sends me to my add-on
manager. It says my adobe control is not enabled. It
also says other programs are not enabled. when I try to
enable them, the message says that only an administrator
can enable these. I am the administrator, and am logged
in as the administrator every time on the pc. I cannot
figure out why I (the admnistrator) cannot change
something that should be an adminstrator accessible
action. Can anyone help me?
