"Add New Group". How is it used?

There is an " Add New Group" feature in Outlook 2007. I can create a new
group, but don't know the purpose or how to use this feature. I can rename
it or remove it; move it up or down, even arrange by name, but can't figure
out how to use it. It is no the same as adding a new contacts folder.
