Add-ins won't load at all in Access 2003

I previously used Access 2003 almost everyday until I switched jobs. So its
been a year and I went to create a new query in an existing database and the
normal query wizards weren't there.

I went to Tools, Add-ins, Add-in Manager and the add-in manager is blank. I
go about adding in the normal add-ins I click Close and nothing happens.

I go back into the Add-in Manager and its blank again.

It won't load them. Anybody have a problem like this... does anybody know
how to resolve it?

You really should not need an add-in to create a query.

What might have happened here is that the Option for "New Object ShortCuts"
could have been toggled off. It would be under Tools-->Options-->View.

If that's not it, post back and we can look further.

Thanks for the trying... but no, that option is on. When I open the Add-In
Manager there are no add-ins listed.

I decided to look into the problem on another computer. A Windows XP SP3
just like mine running MS Office 2003 Pro SP3 and the add-ins won't load on
that computer either. We're running legitimate, registered software. Its not
cracked, jacked or otherwise.

It's almost as if there is a policy or security setting keeping it from
loading.
 
Let's make sure we're talking about the same thing here.

When you talk about the Query Wizards, are you referring to the wizards that
should pop up in a dialog when you click "New Query"? The ones for Crosstab,
Find Duplicates, Find Unmatched, etc? And those are not available? And you
are looking for an Add-in to restore them?

To answer your questions... yes, these are the add-ins I'm talking about:

ACWZLIB.MDE - Import/Export Wizards
ACWZMAIN.MDE - Wizards
UTILITY.MDA - Microsoft Access Utilities

And no, I'm not running in Sandbox mode. The reg value for that key is "2"
which is the default. Just in case I tried running Access 2003 with a
different value in that reg key, closing Access each time for the possible 4
different values. And it didn't change how the Add-ins loaded (or lack there
of).

What I'm currently trying is unregistering non-microsoft COM Add-ins.

Otherwise... I'm a drift.
