Add holidays to multiply users

Is there a way to add country specific holidays to multiply users in outlook.
I have searched other places for this and have found ways to script it with a
text file, but is it not possible to make a group policy or other metodes to
do this? I am not to keen on the scripted metode.

All my users are running outlook 2003 and we use exchange 2000 as mail server.
