add and remove progs

when "add or remove programmes "clicked, a message comes up... "This
operation has been cancelled. please contact your Systems Administrater"
(Me?) what have I done, and what can I do to correct?

System restore ?
 
Check to see if your account indeed has Administrator priviledges
in control panel user management.

Have you tried from another administrator account?
 
yup a n d i can't get inta add remove programs either....no task
manager.....and set program access and defaults is...contact systems
admin.....yeah...bull
im got no sound through speakers....popup cums to...install net framework
v2.0.50727...from app publishers///then installer keeps running...foor
fax....then win help32exec maybe missn.........no downloading...no
installn.......i want an answer
