Add an ftp link to a webpage

I am new to web design. I got deal of two web hosting services for free for
one year. I plan to use one of them to create a simple website using their
templates, but because they don't provide ftp services, I want to use the
other one as ftp server and let people download a small program from their.
Is this possible? If so, do users need any ftp tool such as cuteFTP to
download? How much effort are we talking about?

On the same token, is it doable to direct users to a discussion forum hosted
in the second web hosting services company's website?

you don't need ftp to allow people to download small files just put the
files in a folder within your web and create a link to them...if they're
exe's you probably need to .zip them first.

second question...depends on what your second host supports and what kind of
discussion web you will need.

My file will be about 5 MB, is this small enough to put in a folder for
downloading?

Some my disagree, but I say yes. Zip the files up so there will be some
integrity checking.
