Add a Tab

How would I go about adding a custom TAB in the USER PROPERTIES of my active
directory.
For example, there is a GENERAL tab, an ACCOUNT tab, I want to add an HR tab
for ppls employee ID and photo...ive seen this done before but I do not know
how to do it.
Any help?
