Add a logical/primary drive

Firstly should It be a logical or a primary drive I create, what is the
difference?
Then how do I do it. I've tried using the Console manager and through the
Dos (cmd) prompt both from the screen and using printed instructions but
just get told that DISKPART was unable to create it.

Please help, I just want to create a drive for my documents etc...
