Is there a way to give file system rights in AD. I want to delegate rights
to administrators without going to the file system of each server and making
asignments. In NDS for example if you have the Supervisor right to the
server you also have it in the file system.

You can setup file level permissions via a GPO, but it's not what you're
looking for. You don't manage file level permissions in AD like you do
with NDS. You're going to need to go to each system.

Do you mean that you want to assign file and folder permissions using a
group policy? This can be done in a group policy. I've pasted info about
the setting below. If I did not understand what you want please repost it
in the group.

File System
Computer Configuration\Windows Settings\Security Settings\File System

Description
Allows an administrator to define access permissions (DACLs) and audit
settings (SACLs) for file system objects.

Note

The File System folder is available only in Group Policy objects associated
with domains, OUs, and sites. The File System folder does not appear in the
Local Computer Policy object.
