This was the suggested solution. Unfortunately it was
unsuccessful. Anything else I can try.

Do this to get your DC up and running.
Verify that in DNS you have a forward lookup zone for your
domain. Domain.com (whatever you named it when it was
created) Verify you have 4 sub folders begining with _
If you do not, then follow the steps below.

It wasn't there.

If there is no zone, create a new one with the correct
domain name, make sure Dynamic updates are ENABLED in zone
properties.

Dynamic updates were enabled.

Point DNS to itself (its own IP) - It was.

CMD>Ipconfig /flush DNS - Could not flush resolver cash.

CMD>Net stop netlogon - netlogon service was stopped.

Delete the NDTD.DIT and NTDS.DAT files - These files did
not exist

CMD>Net start netlogon - restarted the service

CMD>Ipconfig /register DNS - Could not register with DNS

Go back into DNS and verify that under your domains'
forward lookup zone you have 4 _Folders. If you do then
you are good to DCPromo down to prior state.

The folders were not present after all is/was said and
done.

I ran DCpromo to demote a standalone DC and was
interrupted at the password introduction for stand alone
server phase.

It appeared to work fine however on next boot I was able
to log on to the domain but AD was unavailable as were the
local user and acconuts.

Tried to run dcprono again and it says it cannot find the
domain.

When I ran directory services restore it did not restore
the domain status.

I am able to log in with domain accounts but I cannot run
dcpromo to remove the domain which is my ultimate goal.

Any suggestions?

Since the goal is to remove the DC from the Domain I would
Use NTDSUtil and do a MetaData Cleanup. I would also use
ADSIEdit to remove the Computer Account. Then allow
replication to complete prior to rebuilding a DC with the
same name and IP if that is your plan.
I have the steps documented at my office but if you use

Microsoft Knowledge Base Article - 216498

You should be able to accomplish it.
