No, 15 mins is the minimum and 10800 is the maximum.

You can do this by enabling change notification but it is generally not
recommended unless you have high bandwidth as it changes the default
replication to be more like intrasite replication.

Yes. It makes it work on a change notification basis similar to intrasite
replication.
