Is there a way to install an AD intergrated DNS without making a domain
controler?
 
No. It must be a domain controller becasue AD intergrated zones are
replicated along with active directory data.

Not in Win2000 -- there is NO AD in Win2000 without
it being a DC.

In Win2003 there is an "application mode" AD for non-DCs
but that likely isn't what you wanted either.

For Win2000, just make the non-DC DNS server a secondary
to another DNS server for the domain.
