AD backup

I am fairly new to AD and I have a simple question. I notice that when my
root server is down the other servers can't open AD users and computers or
any other AD MMC. How do make a server act as a backup much like the PDC /
BDC relationship? Is this because the root server is the only DNS server?

I think he means NO BDC.

environment. All are acting as DC.
You just have to have a second computer that will be server also and set up
a replication process between it and the first one. Since this is done you
will have a backup.
