Have you tried runnin system restore in Safe Mode?

Seems as though SR has become corrupted. You can try the following to get
SR back up and running again, but you will lose all existing checkpoints:
Right click My Computer, select Properties and then the System Restore tab.
Enable 'Turn off System Restore on all drives' and then reboot your system.
After that reboot, go back into System Restore and disable 'Turn off System
Restore on all drives' and reboot again. After this 2nd reboot a new
checkpoint will be created.
