Can you say EBay rip-off!
I double checked the add. And it only says 400Mhz memory clock and a core
clock of 400Mhz. So I probably did get what I paid for

But I would say to stay away form the EBay sites 99store.com and
imagestore.com, as they both are the same one and their return policy sucks.
And on the 99store.com.com site it is impossible to find any return or
contact info. I think I will stick with newegg.com/ I have never had any
problems with them on anything. And their delivery service is a lot better.

At a guess, you've been sold a lower spec card with the BIOS flashed
to identify itself as an ATI 9800XT and clocked back to what it
actually is. It is a 'Built by ATI' card and identifies itself as an
ATI 9800XT in Device manager?
Ah, no! Looking at the ebay page you linked to, it's _not_ a 'Built
by ATI' card - it's an 'AGPtek' one.
It _does_ say 400MHz core and memory clocks, so you do have grounds
for complaint, as I see it.
Unfortunately, I don't think ATI will upgrade it as it's not one of
their cards. I don't know much about the upgrade program, as I'm not
in North America and hence not eligible.
Your best bet would be to check out returning the card: I would have
thought that if you bought it off an ebay shop, they should be
offering return/contact details; if not, complain to ebay.

How did you pay for the card? If it was by Paypal or similar, or by
credit card, you may be protected by them - check it out. I don't
think they'll agree to help if you haven't tried returning it and been
refused, though.
And remember, _particularly_ on ebay, read the whole page thoroughly
and check out the vendor (feedback especially) before you buy! ;-)
