You need to be logged on as a local administrator. If that is not the
problem try adding Microsoft.com to your trusted Web Content Zone and set
the security level to default for it. The below explains more. --- Steve

I already tried:

The site cannot determine which updates apply to your computer or display
those updates unless you change your security setings to allow ActiveX
controls and active scripting. The best way to do this without lowering your
security settings is to make this site a trusted website. Your security
settings will continue to block potentially harmful ActiveX controls and
scripting from other sites but you will be able to get updates.

To make this site a trusted website:

In Internet Explorer, click Tools, and then click Internet Options.
On the Security tab, click the Trusted Sites icon.
Click Sites and under Add this website to the zone, copy and paste these
website addresses.
You can only add one address at a time and you must click Add after each one:
http://*.update.microsoft.com
https://*.update.microsoft.com
http://download.windowsupdate.com

but still doesn't work....It doesn't accept http, only https.

It will accept http sites but you need to uncheck "require server
verification https" first in the box where you add sites. --- Steve

Yeah, I figured that out on my own, thanks anyway. But guess what, it still
doesn't work. After adding "http://*.update.microsoft.com,
https://*.update.microsoft.com, http://download.windowsupdate.com" I tried
updated windows and still getting the same message. I wonder if my antivirus
has anything to do with the problem. I have Norton Antivirus 2006. I entered
my antivirus but didn't find anything. Oh and by the way, thank you very much
for trying to help Steven.

Sorry you did not get it to work. I am about out of ideas at this point
though I understand that if you have "protection" enabled in certain anti
malware/spyware programs that can interfere with a lot of administrative
functions. I suggest you also post in the Microsoft.public.windowsupdate
newsgroup to see if anyone there can help. Glad to help best that I
uld. -- Steve
