activex prob

when i go to certain pages i get his error message,

"your current security setting prohibit running activex
controls on this page. as a result, the page may not
display correctly"

im running on windows 98 and just upgraded to IE6, i have
found several answers to this problem but they all say go
to the security tab in which IE6 does not have, so if
anyone else can help me i would greatly appreciate it.
 
tools, internet options, security, click on the world symbol to highlight,
click on custom level and look at your active X settings.
