This must be a fairly new phenomena, because I too am getting the message "Your current settings prohibit running ActiveX controls on this page. As a result this page may not be displayed correctly."

I have changed and reset my settings to "Enable" ActiveX, but it does nothing. Now I can't access any secured sites, like work email from home, or online banking.

This HAS to be new - especially now that I see I'm not alone, your postings are relatively new - and no one seems to know the fix.

The activeX is probably 1) not signed or 2) signed but not by a trusted
authority.

In the IE settings where you enabled ActiveX, check for the signature
required policy settings as well. Note, enabling IE up to unsigned or
signed by untrusted authorities are open yourself up for possible trouble.
If you must do so, select "Prompt" vs. "enable" that way your always given a
choice.
