ActiveX controls may not load as expected - fix causes more probl

I recently installed the cumulative security update 896688 and as described
in the published fix (http://support.microsoft.com/kb/909889) Internet
Explorer became unable to download ActiveX control. So, I applied the
registry patch as described in http://support.microsoft.com/kb/909889.

This introduced a new problem - click on a link in an email, or a Word
document (and perhaps at some other applications) result in the message "This
operation has been cancelled due to restrictions in effect on this computer".
However, none of the hints for fixing this found in this forum, will cure
this problem.

Any hints will be much appreciated - not being to clock on the links in my
email is a huge waste of time (I need to look at the "source" of each message
and extract the real http://... string and paste it in a running instance of
the browser.
