ActiveX controls are prohibited

Help, I am unable to run win update. I am logged on as the administrator
when I try to run the update. My security settings in IE are the default, I
double checked that the Administrator account is part of the Administrators
Group, which according to the description, still has complete control over
the machine and domain. I even read the KB article (whose link is displayed
in the error page) and did what it said, which is to delete the 2 ActiveX
controls, namely, Icutl.dll and Iuengine.dll. Then I rebooted, but still no
update. I also selected "run as" the administrator for the update link (on
my start menu) but still I am unable to run update. Then I set my security
settings to the lowest and tried it again, and this time a security warning
box displayed saying that the authenticity can not be verifiied and the
problem listed below is "A system level error occurred while verifying
trust". A link with "Microsoft Corp." was also was displayed and when
clicked showed info that seemed to verify it was a MS control, so I said
"yes" to install the control. But after a minute or so, IE displayed a
page that said the update was incomplete either because I said "no" to
install the control (which I definately didn't), or my security settings are
too high, but it is set to the lowest. I then went to the control panel and
set up win update to run automatically, and it seemed to work, however I
didn't see any more of the folders in WINNT folder that are titled
"$NTUninstallKB......", and everytime I open IE it goes to the update site
because it thinks (and maybe rightfully so) that more updates are needed
(the latest date of those $NT.. folders are Jan 5 04, so I'm sure I need
more updates). I also can not log into my passport account (i.e. my hotmail
account or msn), which has the stock ticker activex control. After clicking
the "signin" button, I get the error "page cannot be displayed". So
something is wrong with the ability to run active x controls.
Now this is a recently rebuild of Win 2000 Advanced Server. And I've been
using it lately as a fileserver and nothing more (I was planning on using it
as a db server for my development).
Any help will be greatly appreciated.

Ended up being a bad disk block. The problem did rear (sp?) its ugly head
in other places, but running scan disk and repairing the bad blocks (or
rather moving the data to good blocks), fixed the problem .
