The only way I can get my users the ability to sync their PDA's using
ActiveSync on Win XP Pro, is to give them administrator rights. Is there any
other user level or way that they can syncronize files with a mobile device
without giving everyone admin rights?

They shouldn't need admin rights to run ActiveSync - just to install it &
load the drivers for the device the first time. What errors are you getting?

When I try to sync, I get unable to find mobile device, check your connections. But when I have admin rights, it works correctly. Do you have any suggestions?

Are you syncing with a usb cradle? One issue I have run into with normal
user accounts is if you take away the ability to add hardware. If the PDA
isn't in the cradle when the computer is started it wouldn't be active.
When the user is made an administrator the PDA is found when it is plugged
in.

Giving users the ability to install and uninstall usb devices is a security
hole; however, most PDAs support removal media which the user could use to
transfer files to and from their workstations, so allowing usb keychains
isn't any larger of a security hole. Try using the Group Policy Editor and
grant access to add hardware to the user and see if ActiveSync will work
correctly.
