You should be able to do it from the control panel. Control panel>Internet
Options. In Internet Options click the Security tab and then click the
Custom button. Scroll down and look for all of the active x options.
Some,as you can see are already disabled or require windows to prompt you
before accepting.

You should be aware, however, that many sites use active x controls and
disabling them will simply mean you will not be able to access the relevant
web sites. Hotmail is one such site that you will not be able to access and
there are many, many more so what you must ask yourself is, is it worth
disabling this feature if I am not going to be bale to view a large majority
of websites?
