When you click the Appearance Tab in Display Properties, read the statement
in that dialog.
"If you select a windows and buttons setting other than Windows
Classic, it will override the the following settings, except in some older
programs"
It's saying that you cannot change most of those settings unless you are
using the Windows Classic style. The XP style is a theme that sets defaults
for all of these appearance items.
