Active disk will not boot without CD rom

I have installed a clean copy of 2000 on a new drive (master, 1st channel)
with a CDrom as a slave on the 2nd channel. It boots fine with or without a
CD in the CD rom. If I remove the CD rom (the drive, not just the CD), the
system fails to boot. I get "Reboot and select proper boot device or insert
boot media in selected boot device and press a key".

If I let the bios see the CD but unplug it immediately, the system boots
fine.

Why is this happening and how do I fix it?

Put your hard drive before your CD-ROM drive in your BIOS
