If you want to set a "domain-wide" policy you probably want to configure it
in the Default Domain Policy or a GPO at the domain level as opposed to the
Default Domain Controller GPO.
The Domain Controller Security Policy and the Domain Security Policy are
both under Start-->Programs-->Admin Tools or under c:\documents and
settings\all users\start menu\programs\administrative tools.
You can also access both policies through Active Directory Users and
Computers by either right clicking on the domain name or the Domain
Controllers OU then going to the Group Policy tab and then highlighting the
policy and clicking edit.
One recommendation is if you are going to make policy changes is to leave
the default policies alone and create new policies at the necessary level.
