Active Directory Replication Latency value = x seconds

Anyone know the meaning behind this alert? It runs a script (I don't know
what/where the script is) and if the results are greater than 900 ms then it
triggers a warning. I get warnings all day from all the domain
controllers.. I suspect I just need to change it to something appropriate
for my environment but what is it measuring?? Maybe the time it takes to
transfer fake data? The time it took for the last replication to complete?
