Active Directory Problem

When I am trying to open Active Directory Users and
computers on my Domain Controller I am getting an error
message that " Naming Information can not be located
because The server is not operational, Contact your System
Administrator to veryfy that your domaincontroller is
properly configured and curruntly online.
Can any one help.
