Active Directory Migration Tool v.20

I currently have a Windows 2000 member server with set up with users and
groups and would like to migrate these users/groups to another Windows server
that is running active directory. Can I use the active directory migration
tool v.20 on a member server (non-active directory)? Thanks in advance for
all responses.
 
I think someone answered this in another group...

The short answer is no, but you can promote the server as the first server
in a new forest and the local accounts will be maintained, but there is no
way to truly import into an existing domain -- especially if you want to
maintain the security rights.
