Active Directory GPO's for IE

Our VP would like to ensure that all of our users are seeing the intranet
site as their source of company updates. His request is to have GPO's which
implement the following: Launch IE with our homepage upon logon.
Additionally, he would like to ensure that everyone has to logon in the
morning by implementing a GPO which forces all workstations to shutdown in
the eveing, at a specific time. The latter worries me a little. Is it
possible to force log outs instead of power downs? Any information which may
point me in the irght direction would be greatly appreciated as well as
opinions on how this could impact our production environment. Should such
GPO's be applied atthe domain level? or perhaps computer OU;s?

You might also wish to implement SUS -- Software Update
Services and control the Automatic Updates client settings
with a GPO.
Additionally, he would like to ensure that everyone has to logon in the
morning by implementing a GPO which forces all workstations to shutdown in
the eveing, at a specific time.

What a CRAPPY idea, but it is your VP.

What does he think he is solving?

Generally no, but with scripts, scheduled processes, etc.,
almost anything is doable (it is still a terrible idea.)

If you must, then I vote for OU -- perhaps you have people
who WORK ALL NIGHT and need a different time of day.
