Active directory Error

My Domain controller was crashed due to hard ware failure. I restoe backup
(Complete 'c drive with system state' backup ) on a new (different
Hardware)computer. windows working fine' but the Active Directory not
working fine.
When i try to create a user it gives an error
" windows cannot create the object coz the directory service was unable to
allocate a relitive identifire".

this means that DC cannot optain a new RID pool from the RID FSMO
master. Was the crashed Dc also the RID FSMO master?

Find out what server held the RID master FSMO role. If it was the crashed
one, seize the role from another DC.
 
After Changing the RID pool it start working but now it shownig error "unable
to locate Global Cetlog", the Globel CETLOG is check box is Checked.
I try to search help on net but found not much related to this.
