active desktop

Once I put a .gif or a web page on my desktop I cannot
move or resize it. Where do I look to allow move/resize?
At one time it worked ( Xp Home)
 
Right click the Desktop, Arrange Icons by and make sure Lock Desktop items is unchecked.

Thanks for the reply. I have already made sure that
unlock desktop is unchecked. In fact, I set it at one
point. One might say the unchecking seems to not work.

I have also looked at folder options, taskbar locking and
other issues that might seem related, to no avail.

Would you know where to look in the registry to re-
enable?

GeneralFlags

On my system, this setting is a 2, with desktop items locked and a 0 (zero) without them locked.
