Active Desktop Quirks

Having a problem at the moment with my desktop acting
like a folder. I have a blue border down my desktop with
task icons in. Have looked to see if active desktop is
enabled but it is not. Have no clue as to what is going
on, and what is causing the quirk. Any ideas most welcome.

"Remove Common Tasks from Desktop"
