I believe that Microsoft allow installation of a second
copy of XP onto a laptop, given that the product was
originally supplied on a desktop.
Any advice on the matter?

Hi, you are thinking of Microsoft Office. You may install Microsoft Windows
on *one* computer.

And it only applies with Office if you have a retail version, not OEM which
comes pre-installed on a PC.

The way it has always been with all Microsoft consumer OSs at least
since Windows 95.

You're believe is incorrect. Installation on two computers would
require that you own two licenses.

As it has *always* been with *all* Microsoft operating systems,
it's necessary (to be in compliance with both the EULA and copyright
laws, if not technically) to purchase one WinXP license for each
computer on which it is installed. The only way in which WinXP
licensing differs from that of earlier versions of Windows is that
Microsoft has finally added a copy protection and anti-theft
mechanism, Product Activation, to prevent (or at least make more
difficult) multiple installations using a single license.
