Yes ,the blank portions are a small part of the page.
I have lowered the privacy and the security settings to
the lowest setting and disabled norton system works,pop-
up stopper, zone alarm ,spy sweeper. Any other
suggestions ?

Have you checked for blocked cookies? When I was using Cookie Pal and
rejected some cookies - the place holders for ads would not always fill in.
As an experiment, I emptied the blocked cookies list. Set the program to
accept all cookies and sure enough, those blank spaces filled in.
The version of Internet Explorer that comes with XP has "Privacy" settings
for cookie management: including "third party" cookies (I suspect the
cookies for the ads would be in this category) and per session cookies.
Zone Alarm Pro (and I believe, the recent free version of Zone Alarm)
include cookie controls too.
Some other situations to consider...
If the bulk of a web page displays images pulled from another site, these
may not show up if:
o the images are no longer available on the second site
o the URL in the author's HTML code references an image that no longer
exists at that location or it is not an accurate URL (wrong address,
inaccessible location, etc)
If a page contains any content in frames that references other sites, the
same pitfalls exists.
Busy servers or slow connections may deliver the bulk of a page minus the
"heavier" objects (images and other multimedia content). Try reloading the
page in this case.
